The National Board of Boiler and Pressure Vessel Inspectors (NB) first published《 The National Board of Boiler and Pressure Vessel Inspectors》(NBIC) in 1946, based on the principles of safety promotion and consistency. In 1995, the NBIC Commission decided to extend the scope of NBIC to cover the installation, inspection, repair or modification of boiler pressure vessel pipes and non-metallic materials.

The purpose of NBIC is to maintain the integrity of pressurized equipment by formulating the installation rules of pressure equipment and the rules of inspection, maintenance and modification of equipment after installation, thereby ensuring the safe use of these equipment.

 NBIC aims to provide rules, information and guidance to manufacturers, jurisdictions, inspectors, users, installation units, contractors and other individuals and organizations engaged in or involved in all aspects of the construction of pressurized equipment. Thus to promote the unified management of the pressure equipment rules.

Scope: NBIC divides the related activities after the construction of the pressurized equipment into three important links, corresponding to the relevant information provided by each link, understanding and specific requirements will help to promote public and personal safety. These links include:

 a) installation of;

 b) inspection;

 c) repair and renovation. 

The NBIC is divided into three volumes corresponding to the three links after the construction of the pressure equipment. Each volume has general rules, specific rules, information and guidance applicable to the corresponding links after the equipment is built. There may be additional information or requirements that meet the NBIC requirements for a particular segment of NBIC.

NBIC is divided into:

  ●First volume installation - this volume provides relevant requirements and guidance to ensure the correct installation and operation of all types of pressure equipment. Installation specifications cover the specific safety requirements of manufacturing, material, design, support, safety accessories, operation, testing and maintenance.

  ●Second volume inspection - this volume presents the requirements and instructions for the inspection and inspection of all types of pressure equipment. The volume includes personnel safety, nondestructive testing, testing, failure mechanism, type of pressure equipment, suitability, risk based assessment and performance based standards.

  ●The third volume maintenance and Renovation - the requirements for the construction of the Kaiyuan construction standards, the requirements for the implementation, verification, and maintenance of the maintenance and transformation, and the requirements for maintenance and renovation. The volume also provides alternative methods of inspection, testing, heat treatment, etc., which are proved acceptable in case of failure to meet the requirements of the original construction standards.   a) Before the NB authorization "R" certificate is taken or replaced, the unit and his facilities shall be subject to the quality system review. The application unit should demonstrate the implementation of the quality system, which is satisfactory to the absolute rights of the.NB to retain the cancellation, refuse to issue or exchange certificates.

  b) The collection or replacement unit should use the form of NB to apply to NB, and the application should be before the expiration date of the certificate.

  c) When the application unit has a factory or workshop in many places, the application unit should submit an application for each factory or workshop individually. If the quality management system is described, the application unit may perform the dimension or transformation in the factory, the workshop or the field.

  d) After receiving the notice of the NB review date, the applicant is obliged to arrange the examination.

  e) The review team shall consist of at least one representative of an authorized inspection body and one representative of the jurisdiction.

  f) The review team evaluates the quality system of the application unit. The application unit should fully demonstrate the implementation of the quality management system to indicate the welding, nondestructive testing, post weld heat treatment and other maintenance or transformation knowledge within the application scope. The demonstration should use the existing work or the prototype, or the combination of the two.

  g) The review report of the review group shall include proposals for issuing, replacing or refusing to issue NB authorization certificates. The completed review report should be submitted to NB.

  h) If a certain management fee is paid and other requirements are met, a certificate of "R" steel seal can be issued. The certificate is valid for 3 years.

  i) When the licensed unit changes its property, name, location, or address, it shall notify the NB. to pass the "R" authorization certificate submitted to NB, which may be modified, but may require a reexamination.

  The ASME scope steel print holders (except V, UV, HV, NV and H[cast iron or cast aluminum) have been examined to meet the following conditions to obtain the NB authorization without examining his facilities.

  ● The existing quality system of the unit covers the scope of maintenance or alteration and is subject to review by the competent authority.

  ● The application of the "R" authorization certificate is submitted within 12 months of the certificate issued by the ASME certificate. The first license shall expire at the same time as the ASME license. The later certificate should be changed after the NB representativeundefineds review and the successful implementation of the quality system.

  j) After the effective request from the owner, user, inspection organization or NB is available, the competent authority can verify the quality system of the licensed entity.

  k) The NBIC committee can change the rules of licensing and the use of "R" steel at any time. These Rules shall be binding on all certificate holders.
