NBIC aims to provide rules, information and guidance to manufacturers, jurisdictions, inspectors, users, installation units, contractors and other individuals and organizations engaged in or involved in all aspects of the construction of pressurized equipment. NB procedure for obtaining evidence or exchanging certificates
a) Before the NB authorization "R" certificate is taken or replaced, the unit and his facilities shall be subject to the quality system review. The application unit should demonstrate the implementation of the quality system, which is satisfactory to the absolute rights of the.NB to retain the cancellation, refuse to issue or exchange certificates.
b) The collection or replacement unit should use the form of NB to apply to NB, and the application should be before the expiration date of the certificate.
c) When the application unit has a factory or workshop in many places, the application unit should submit an application for each factory or workshop individually. If the quality management system is described, the application unit may perform the dimension or transformation in the factory, the workshop or the field.
d) After receiving the notice of the NB review date, the applicant is obliged to arrange the examination.
e) The review team shall consist of at least one representative of an authorized inspection body and one representative of the jurisdiction.
f) The review team evaluates the quality system of the application unit. The application unit should fully demonstrate the implementation of the quality management system to indicate the welding, nondestructive testing, post weld heat treatment and other maintenance or transformation knowledge within the application scope. The demonstration should use the existing work or the prototype, or the combination of the two.
g) The review report of the review group shall include proposals for issuing, replacing or refusing to issue NB authorization certificates. The completed review report should be submitted to NB.
h) If a certain management fee is paid and other requirements are met, a certificate of "R" steel seal can be issued. The certificate is valid for 3 years.
i) When the licensed unit changes its property, name, location, or address, it shall notify the NB. to pass the "R" authorization certificate submitted to NB, which may be modified, but may require a reexamination.
The ASME scope steel print holders (except V, UV, HV, NV and H[cast iron or cast aluminum) have been examined to meet the following conditions to obtain the NB authorization without examining his facilities.
● The existing quality system of the unit covers the scope of maintenance or alteration and is subject to review by the competent authority.
● The application of the "R" authorization certificate is submitted within 12 months of the certificate issued by the ASME certificate. j) After the effective request from the owner, user, inspection organization or NB is available, the competent authority can verify the quality system of the licensed entity.
